Since July 2016, an investigation has been underway into the murder of Pavel Sheremet, one of the most high-profile cases in our country.
For more than four years, the truth in the case has not been established. Thus, the organizers of the crime have not yet been identified. Instead, three people were brought to criminal responsibility as perpetrators of the crime with indictments filed in court: pediatric cardiac surgeon and volunteer Yulia Kuzmenko, sergeant of the Special Operations Forces, musician Andriy Antonenko, and military nurse Yana Dugar.
At the same time, the motive for the above-mentioned individuals to commit such a high-profile crime has not been established. Given the materials of the criminal proceedings and comments from law enforcement officials, the initial motive was the “idea of the greatness of the Aryan race,” later the purpose of the murder was “to provoke mass protests,” and now it is a contract crime. There is no evidence of the involvement of Andriy Antonenko, Yulia Kuzmenko, and Yana Dugar in the murder of Pavel Sheremet.
Recently, new circumstances have emerged in the case of the murder of Pavel Sheremet: on January 4, 2021, the National Police of Ukraine published a notice of obtaining information about the possible customers of the murder of Pavel Sheremet from the cohort of the special services of the Republic of Belarus. Former KGB officer of Belarus Igor Makar was also questioned.
Given the above, from the moment of the crime to the present day, it can be argued that the pre-trial investigation in criminal proceedings No. 12016100000001206 dated July 20, 2016 regarding the clients and unidentified persons and No. 12020000000000490 dated May 22, 2020 regarding the accusation of the murder of Pavlo Sheremet, Yulia Kuzmenko, Andriy Antonenko, Yana Dugar, is being carried out ineffectively. Despite the obvious political nature of the murder with the participation of foreign special services, the prosecution continues to maintain a biased position without taking any steps towards establishing the truth.
Taking into account the high level of public interest and the ineffectiveness of the investigation of the case by state bodies, we ask you to immediately create a temporary investigative commission of the Verkhovna Rada of Ukraine to exercise parliamentary control over the case of the murder of Pavlo Sheremet.
Considering the above, we ask you to:
– initiate the creation of a Temporary Investigative Commission of the Verkhovna Rada of Ukraine to exercise parliamentary control over the investigation into the murder of Pavlo Sheremet;
– initiate a change in the preventive measures for Yulia Leonidovna Kuzmenko, Andriy Serhiyovych Antonenko, and Yana Serhiyovna Dugar to less onerous ones;
– to entrust the conduct of a pre-trial investigation in criminal proceedings, which is entered into the Unified Register of Pre-Trial Investigations under No. 12016100000001206 dated July 20, 2016, regarding the customers and unidentified persons, to another pre-trial investigation body.
We draw your attention to the fact that the Ukrainian people exercise power directly and through state authorities and local self-government bodies in accordance with Article 5 of the Constitution of Ukraine, ___city (regional, district) council represents the interests of residents of ____ region (city, village, district). We urge you not to remain indifferent to our position.
