From August 2001 to November 2002, he served in the bodies of the State Tax Inspectorate of the Chernivtsi region.

Since November 2002, he has worked in the prosecutor's office of the Chernivtsi region in the following positions: assistant prosecutor of the city of Chernivtsi; prosecutor of the department for supervision of compliance with laws by internal affairs bodies when conducting operational and investigative activities, inquiries and pre-trial investigations of the regional prosecutor's office; deputy prosecutor of the Sadhirsky and Shevchenkivsky districts of the city of Chernivtsi; prosecutor of the Shevchenkivsky district of the city of Chernivtsi; deputy prosecutor of the Chernivtsi region.

From September 2016 to April 2020, he held the position of First Deputy Prosecutor of the Chernivtsi region.

During the Revolution of Dignity, Mustetsa worked as a prosecutor in the Shevchenkivskyi district of Chernivtsi. The court registry contains information indicating that Mustetsa appealed the local council's decision to support Euromaidan, as well as the decision demanding the resignation of Prime Minister Mykola Azarov and the impeachment of Yanukovych.
Yes, in resolution The Chernivtsi District Administrative Court states that the prosecutor of the Shevchenkivskyi district of Chernivtsi appealed two decisions of the Shevchenkivskyi district council of the city: “On the appeal of the deputies of the Shevchenkivskyi district council in the city of Chernivtsi to the President of Ukraine regarding the signing of the Association Agreement between Ukraine and the European Union” and “On the appeal of the deputies of the Shevchenkivskyi district council in the city of Chernivtsi to the Verkhovna Rada of Ukraine regarding the resignation of the Cabinet of Ministers of Ukraine headed by the Prime Minister of Ukraine - Azarov M.Ya. and the announcement of the impeachment of the President of Ukraine”.
The court granted the prosecutor's claim and overturned these decisions in support of Euromaidan and against the then government. The court decision does not name the prosecutor of the Shevchenkivskyi district, but Mustetsa held this position at the time.
