Involvement in one of the cases (which case, position at the time of involvement):
Considers the merits of the case of Serhiy Sternenko as part of the judicial panel. September 29, 2020 Serhiy Mykolayovych Kichmarenko together with judges of the Primorsky District Court of Odessa, Shentseva Olga Petrovna and Dontsov Denis Yuriyovych chose a preventive measure in the form of night house arrest for public figure, lawyer and well-known blogger Serhiy Sternenko, who is accused of premeditated murder and illegal possession of a cold weapon. At the same time, the judges themselves indicated in their ruling that there were no risks. Sternenko's case bears the hallmarks of politically motivated criminal prosecution.
On November 13, 2020, Judge Kichmarenko refused to accept written objections from lawyer Andriy Pysarenko regarding the judge's words about the Ukrainian language during the trial (the judge stated that the victims could speak in court in Russian), and began to argue with the lawyer. In this regard, he announced that he could remove Pysarenko's defense attorney from the courtroom, and due to Pysarenko's behavior, he would not consider attorney Nayem's motion, and postponed the trial. Sternenko stated that the refusal to consider the motion was unlawful and suggested that in such a case, the motion be considered in the absence of defense attorneys, but Judge Kichmarenko ignored this.
On November 29, 2020, Sternenko's preventive measure expired for the second time. Prosecutors again filed a motion to select a preventive measure for Serhiy in the form of detention. On December 18, Judge Kichmarenko, as part of the panel of judges, gave Sternenko a new preventive measure in the form of night house arrest. Despite the lack of grounds to speak of the risk that Serhiy will hide from the investigation, the preventive measure was not mitigated for him. There is no risk, which the court itself had previously said.

Dishonesty
(presence of circumstances indicating a probable violation by the pursuer of the Law of Ukraine "On Prevention of Corruption"):
1) From the investigation above, it is clear: Kichmarenko not only helped to legalize unauthorized construction, but also used similar schemes himself. In particular, he owned an apartment on the third floor of a building in the historical part of Odessa on Malaya Arnautska Street. He managed to build a loggia with a basement to it without any permits. Then he legalized all this through the court, where he was already the chairman at that time, and gave the property to his ex-wife and daughter.
2) According to the declaration of family ties, Kichmarenko shares a common home with Natalia Kuzmenko, a judge of the Malinovsky District Court of the city of Odessa. They also have a son together, but while the son is mentioned in all the judges' public declarations, Judge Kichmarenko began declaring his mother only in 2018. We analyzed Serhiy Kichmarenko's declarations for 2014, 2015, 2016, 2017, 2018 and 2019 years. In all years, the judge's only income was his official salary. In general In 5 years, Kichmarenko earned almost 2.5 million hryvnias. The judge's property is more interesting: according to the declaration, he owns a large apartment in Odessa with an area of 168 sq. m and a huge garage with an area of 153 sq. m. All this real estate is located in a new building near the center of Odessa on Dovzhenko St. 4-a, a kilometer from the sea. However, in the declaration for 2020, the number of judicial real estate has increased, because At the end of November 2020, Serhiy Kichmarenko acquired a private house with an area of 290 sq. m on the shore of the estuary in the Odessa region and two land plots under it.
3) As already mentioned, the cohabitant and mother of Serhiy Kichmarenko's son is the judge of the Malinovsky District Court of Odessa - Natalia Kuzmenko. Kuzmenko has been working as a judge since 1999. Like Serhiy Kichmarenko, Natalia Kuzmenko's main income is a judge's salary. The Public Integrity Council recognized that Kichmarenko does not meet the integrity criteria. The judge managed to buy the estate on the shore of the Khadzhibeysky estuary cheaply. According to the Public Integrity Council, if you believe the purchase and sale agreement, the judge paid 294,111 UAH for the house with the land under it, and only 35,346 UAH for the neighboring land plot with an area of 0.11 hectares. 12 thousand dollars for all this. This is a significantly lower cost than the market prices for much more modest houses. Therefore, either the judge indicated inaccurate information about the real value of the property, or he received a very serious discount. However, like her roommate, Natalia Kuzmenko can boast of elite real estate, which is difficult to explain with the declared income of the judge. We are talking about an apartment in a new building in Odessa with an area of 170 sq. m on Shevchenko Avenue. During the passage interviews as part of the qualification assessment, the commission members asked about the origin of the funds for the purchase of this apartment. Kuzmenko explained that the money for the purchase of the apartment was given to her by her mother, who received an inheritance from her grandmother, as well as by her uncle, who now lives in the USA. However, Kuzmenko could not say exactly how much money was provided by the judge's mother and how much by an American relative. The judge also owns a land plot in the Odessa region with an area of 600 sq. m.

Scandals
Actively advocates for the inadmissibility of pressure on the judiciary from any party. He harshly criticized citizens who disrupted court hearings and allegedly interfered in the trial with protest actions.
1) On December 7, 2020, the judges of the Primorsky District Court of the city of Odessa ruled sentence regarding two men who attacked and stabbed Automaidan activist Vitaliy Ustymenko in broad daylight in central Odessa in June 2018. Prosecutors quite reasonably accused the attackers of attempted murder, but the court independently reclassified their actions as ordinary hooliganism and sentenced them to 2 years of probation, releasing the individuals from the courtroom. Two weeks before this verdict, the chief judge in the case, Serhiy Kichmarenko, bought an estate on the shore of the Khadzhibeysky estuary for a fairly cheap price. When journalists came to see such a successful acquisition, he immediately accused them of crimes and appealed to the High Council of Justice and the Prosecutor General's Office. About this - in investigation «PROSUD».
According to media reports, Kichmarenko was very upset that the public was interested in his wealth. After we filmed his house, he wrote to the High Council of Justice and the Prosecutor General's Office, where he loudly declared that "unknown persons in the amount of two people" tracked him down, found out his private residence and with the help of a "flying device" carried out video surveillance and collected data about his personal life, in connection with which they committed crimes under Articles 182, 376 of the Criminal Code of Ukraine. Kichmarenko writes that he has already established that these unknown persons are members of the Automaidan, in particular the victim Ustymenko, who did not agree with his decision and is now committing illegal actions against the judge with the involvement of other members of the Automaidan. Interestingly, The judge established the involvement of the Avtomaidan activists based on the car's data. And this information is not public. That is, using the judge's logic, he illegally collected information about individuals, although he had no right to do so.
2) Judge Kichmarenko of the Primorsky District Court broke the nose of an activist after a hearing on Thursday, March 17, 2016. About this UNN Kira Golota, a representative of the regional police press service, reported. According to her, the investigative and operational group went to the scene to clarify all the details of the incident. At this time, the press service is not specifying the details of the incident. As reported First city, the incident occurred at around 1:40 p.m. Initially, the judge of the Primorsky Court, Serhiy Kichmarenko, got into a verbal altercation with an activist from the organization “Free Odesa.” The conversation took place in raised tones and ended in a fight, as a result of which Kichmarenko broke the activist’s nose.
3) On January 14, 2016, Judge Kichmarenko released an 18-year-old man who hit two women at a pedestrian crossing with his Infinity, one of whom died. The accused had been hiding from the investigation for six months and was detained on the Ukrainian-Moldovan border. The judge found him guilty of violating traffic rules, which led to the death of the victim (Article 286, Part 2 of the Criminal Code of Ukraine), but gave him a 3-year suspended sentence instead of a real prison term. About this – informs “Dumskaya” The situation was commented on by the governor of the Odessa region, Mikhail Saakashvili. “Yesterday, the corrupt in the thieves' council, and today in the most corrupt court of the Odessa region, resorted to physical action,” he wrote on his page in facebook.
